		<description>I lived &amp; worked in Azerbaijan from late 1993 to mid-1995 as a part of the International Red Cross.   Six McDonald&#039;s?  good grief.... 

You are standing in former Ottoman Empire territory.  The rules have not changed just because the West drew better maps.  Tribalism, fiefdoms, ethnic clans, inner-city gangs....call it by whatever name makes you happy - there are different rules depending on where you stand.  

For me, it wasn&#039;t about getting upset over this.  It simply was.   If you want to affect any change at all (short or long-term) the rules will most likely always apply.  Brace yourself for it and go do the best you can for those in need.
