It seems wrong that we as a society exploit their hopes and their lack of math skill in this way to pay for public education or public anything at all. I know it's voluntary but it's so wrong. Why do we exploit the poor like this? I feel that it's shameful. This pyramid scheme you describe sounds similar. It's terrible that people fall for them.
